The English expression. or one of them is "to read the law". If your'e a lawyer, and you read the law to say that children of same sex partners can receive their social security benefits, you give them the benefits. The Bush administration couldn't read the law if it bit them on the ---! Whomever the lawyer that interpreted the law in this case, regardless of personal politics, could simply read, a skill sometime less highly regarded than it ought to be.
